The digital transformation of the State is now a national and European priority, with direct impacts on sovereignty, administrative efficiency and citizens’ trust in institutions. Faced with the challenges of cybersecurity, technological fragmentation, external dependence and a shortage of specialised resources, Portugal must take a firm step towards creating a Sovereign Cloud for Public Administration, ensuring control over its critical data and systems.
